What difference does being able to waste some sperm make to whether there is any point in masturbating? Either way you don't become a dad, it doesn't advance the state of human knowledge and it doesn't help you get a job.
Joking aside, there are two main reasons to masturbate:
1. Because it feels pretty good while you're doing it and having an orgasm feels intensely pleasurable. And it's OK to do something for fun - not everything in your life has to have a higher purpose.
2. Because it is a natural reaction to becoming horny and it is much less stressful to do it than to try not to - see Why do I start to feel all tense after a few days of not masturbating? (http://www.virtualteen.org/forums/showthread.php?p=3542022#post3542022) which is another current thread.
That's not to say you shouldn't feel good about becoming able to ejaculate when your time comes because it is a development milestone and there are some additional, slightly pleasant sensations specifically associated with ejaculating in addition to the orgasm, but for now I'd continue to masturbate and enjoy it.

The main reason we all masturbate is because it feels good. I remember dry cums and what I remember is that I could masturbate, wait a few seconds and go again. No refractory period usually. Also were some of the best orgasms I had and besides 'NO MESS" but you're 13 and you will start to shoot soon I'm sure, but before that just enjoy what you're doing.

If you're 13 and so far only having dry orgasms, that means your dick hasn't yet gone through much growth or puberty development yet either, nor have your body's internal sex parts (your prostate, that makes and stores your cum). Once all that grows and develops, wait and see even how much BETTER your orgasms will feel, too. Unfortunately, you just gotta wait for your body to naturally develop. You're normal.

When I was your age (it wasn't that long ago either) I couldn't cum either. But I would just dry cum. That's normal and don't worry about it. When you develop more you will begin to cum.

That's the first time I have heard someone suggest that. Are you sure you are not confusing this (having an orgasm when you're not yet able to ejaculate) with being able to ejaculate by trying to avoid doing so by blocking its exit? Even for the later it is not completely certain but there are plenty of people advising against it.
Of course there's a point to doing it, it helps relive stress and is thought to be important in prostate health. Plus it can help you remain emotionally stable.
I am not sure it will do much for your prostate before you are able to ejaculate. Although no-one is quite sure why there seems to be a protective effect from ejaculating reasonably often, one of the theories that has been proposed is that allowing prostatic fluid to build up unejaculated in the prostate gland concentrates chemicals that may then go on to cause the cancer and that "flushing it out" helps avoid that. That would only make a difference if the prostate is working and producing fluid, in which case you'd expect it to be ejaculated when you have an orgasm. But continuing to masturbate will make sure, when it does start working, that it is gettting emptied regularly right from the start.
