Mine hasn't grown yet and I feel like it's the length of a 13-year-olds. Is it the last thing to grow, or am I going to be like this forever?

It'll grow eventually when you hit a major growth spurt. It happens at different times for different people and yours will come soon.

I think that's part of my problem, but I do think I have a small torso regardless.

Yes, it gow after your arms and legs. Growth is outside in so feet and hands first, then legs and arms, then torso. I don't know for sure if it is so, but you may even find that with your arms and legs the more extreme half grows before the closer half, i.e. the bit from your elbow to your wrist and from your knee to your ankle may well grow before the bit from your shoulder to your elbow and your hip to your knee.
It is for precisely this reason that your feet stopping growing is the first sign that you're coming to the end of your growth,

Well my feet certainly haven't stopped growing yet, so that's a good sign.

Everyone grows at different rates, Your torso will probs match the rest in time, just be patient

I have no idea. Everybody is different. Maybe you will always be the way you are. Maybe you are fine but you have body image dysmorphia (spelling?) and you just see yourself as being something you aren't. Your body parts will grow when they are supposed to grow.
