I can retract my foreskin completely when hard, but it takes a bit of effort since I don't do that very often. I usually only do that when I'm soft which is much easier

I can retract just fine when hard. You could try stretching when hard but take it easy if you get to the point it hurts stop and try doing that when you can when hard.

I can retract when erect now also. After I started puberty and my dick thickened it was tight but I stretched the foreskin out after looking up stuff online and that helped me out a lot. Prior to puberty I had no problem so I just thought it was because my dick was getting bigger.

Keep slowly stretching it (without hurting it). any issues check with ur doc
