I measures three times with three different measuring tools and got 7 inches long and its about as thick as, a cucumber. Is this small, are all guys as big as him, and im just small? Im so confused.

If this is to be legit, I would say that you are nowhere near small. As a 14 year old boy, having a 7 inch penis is definitely something. For your friend to complain that your penis is 'tiny' is really idiotic. First of all, he shouldn't be looking down there anyway, and second, why brag about one's penis size?

You are above the average adult male erect penis size in the United States, so you are okay. Tell him to measure himself. I'm sure he just added a few more inches to his actual measurement to feel good about himself. At that age, everyone is different.
