It could be what is called and undescended testicle. Only a doctor could tell you that for sure. If you can only feel one testicle, I would go see a doctor about it.

I would mention it to the doctor. Better safe than sorry.

Well unless the testicle is actually recessed into the body cavity, I don't think there is any major cause for worry. If I were you, I would just bring it up with a doctor, if only for peace fo mind :)

You are fine. The scrotum is made to relax and contract in order to keep the testes a few degrees cooler than your core body temperature. If the spermatozoa become too warm, the die. When you get out of hot bath tub, your scrotum is relaxed, the skin is thin, & testicles hang away from the body, trying to cool them down.
when you get out of a cold swimsuit, or cold water, the scrotum contracts: testicles are brought closer to the body to warm them up a bit, scrotal skin becomes a bit thicker as the body tries to insulate the testes from a cold environment.
Your scrotum seems to be functioning normally for the purpose for which it exists: Protection & optimum temperature for the manufacture & storage of spermatozoa, so that when you ejaculate, those little guys are ready to go swimming in search of an egg to fertilize

Up to I know it's normal. Do you feel pain in both balls when having some shock or contact maybe playing sports?
