Legally, no. He probably just ordered it online with mom or dad's credit card.

The legal situation depends on your country. Here in Germany (and probably in the US as well), there's no limit for the purchase of toys.
In Germany, minors don't have access to sex stores as part of the legal protection of children. This doesn't mean you're not able to buy toys. Anybody who is older than 7 is allowed to purchase things as long as the own money is used.

Here in Australia you have to be 18 but there are always sex shops that let over 15 year olds in that's how I get mine just walk in and buy them if I don't say my age they don't ask
But legally it is supposed to be 18 but there's shops don't care about the law

Legaly not. Howewer, when I was 16 a went to sexshop and notmaly bought it. Nobody were not want know my age.

I would guess the age laws are not enforced in most of thoes type stores

here in the states I think you have to be at least 18 to go into a sex shop and purchase anything, but I have friends that are under 18 that have bought sex toys online and had then shipped to them with no problems.

With online shopping this day and age, I am sure sex toys are available for those who could not normaly buy them in person.

In the UK you have to be over 18 to go into any shop selling sex toys and the like and the staff are usually quite strict about asking anyone that looks younger than that to leave. As for ordering stuff online, not sure if there's any controls.

I don't know if spencer's is considered a sex shop but I bought shocking gum from there. They sold sex items and I was 12.

Legally, they're not meant to sell to anyone under 18 but most staff won't check if you look old enough and buying online is always a possibility if you know how to hide the package from your parents.

In the U.S. it depends on the state. As in that, I mean ust being able to purchase them(though you can get them for medical,educational,judical...don't ask we don't know, and scientific reasons). Another example, in Georgia, Nebraska ad Utah...it's illegal to even have one, no matter the age. So you need to check the legality of it before even attempting.

Where I live you have to be over 18 to legally buy a sex toy. I know about 2 friends who their older brothers' fleshlights.

technically in many countries you probably are not allowed to. without giving you advice to do something your not supposed to do as others mentioned there are still probably ways you could if you wanted to. just don't get yourself in any trouble your not supposed to be in

In Germany, it's allowed to purchase sex toys as long as you are at least 7 years old and pay it with your own money.
However, the access to sex shops is limited for minors. For buying it online or at "normal" stores, there are no limits.

In Australia it's supposed to be 18, but I've been into a sex shop before and the owner clearly didn't care that I was obviously underage. it's not like they're going to find out unless a cop walks in right at that second.

This is the difference between legal, and enforced. Yeah it's probably illegal and both the buyer and seller could get in trouble. But no one enforces this. You can go online and get whatever you like. Also, a lot of vibrating toys don't advertise as toys, they are "massagers". It's a grey area.
