they could be fully developed, just a bit smaller. mine are smaller than my brother, friends and boys I see at school but they work.

You are most likely fully developed. There is not much to be done about the size of our penis' and balls. They are what they are. You sound fine to me.

Hmmm... I'm 15 and I just checked out mine, and I'd say mine are already bigger than what you describe. And you're 18. Does your puberty development seem pretty much on target for your age? (If not, I'd go see a doctor.)

I'm 13 and mine are about the size of small walnuts only oval.
