I like a girl. I want to ask her out. I tried before but she had reasons why not to go out with me, but she never said no. I haven't seen her in almost 3 years and haven't talked to her in almost 2 year. I don't know what to do.

Definitely agree with this. You also might want to see if she's still the kind of person you'd be interested in. Things can change a lot over the course of two years.

This is totally right. People change, and it could be especially true over two years. Get to know her again and then re-evaluate your feelings
