As a guy it seems less likely that it was the feel of the material than that was an item of girl clothing and, in particular, one that is usually associated with girls showing a lot more than in normal clothes that turned him on. After all, if he just likes the feel of swimsuit material does he not have one of his own? I also wouldn't assume he was fantasising about his his sister specifically.

On this point I have to say that using anyone's clothing, especially your sister's or another family member's, isn't a normal thing to do. Just my own opinion.
