Your on the smaller side of a 16 year olds penis. But, it is also hard to predict what "normal" is... Most likely your just a late bloomer and you have nothing to worry about. I would say the "average" 16yr old penis size would be around 6in. But mainly, it all depends on your hormones and genes... Other than that your fine and you still have plenty of time to grow. It's not small, as you have lot of time to grown in still. And most adults are in the area between 5 to 7 inches. I'm 6.2 by the way, age 18.
