You can talk about whatever you want in the Tech Junky's Paradise forums that's tech related! You can talk about software, hardware, programming... you name it. I have seen programming/software type threads in here before. As it says in the forum announcement:This is a forum to discuss all things technology related. You can ask questions, give recommendations, or ask people's opinions on topics like computer hardware, the latest innovations, and video games! (among others) Let your inner tech junky run free!
I hope you enjoy the forums!

I don't know. I don't have the console anymore.
I have a new 3DS if that can be used?
I've googled the home-brew and all it seems to be a package manager for the Mac which I already have installed

first off. friends who know how to code would be the best option. talk to seem and see if they can help you. the second best option for me was to fuck around with someone else source code and see what happens when you change things. but when you get to languages like C where you are messing with memory and all that guff I suggest youtube videos and talking to people who know about it
