You say you've started puberty late so you have some growth potential for sure. Also, a friend that I do stuff with is 18 and he is 4" fully erect. It works just fine and we have fun so I wouldn't worry about whatever size you end up.

I use a tape measure (like the sewing ones, not the metal toolbox ones), just wrap it around the shaft. Or I guess you could wrap a string or something and measure that on a ruler. Tape seems easiest though.
