I find my ball sack sometimes sticks to my thighs and I have to unstick it. In my case, though it seems completely unrelated to masturbation. It seems just sweat is enough to stick it. From puberty your crotch sweat is oilier and that may be the explanation.

Of course, if your cum runs down your penis onto your ball sack and you don't wash there that could be a factor but it may just be that you sweat around your balls more when you masturbate.

I guess they could be sticking for any number of reasons: bit of cum leaks out after you masturbate and it dries on your balls, or maybe you just sweat alot at night and it makes everything a bit sticky.

Even after you masturbate and clean up there usually is slightly more semen that will ooze out. It may be that or you are having erotic dreams and you are oozing precum out.
