When I meet a new girl that I find cute I freeze and I'm unable to say anything. Why? I'm fine around girls I know.

When talking to someone you already know, there's not much stress with it because you're familiar with their personality and are used to interacting with them. It will be easier for some than others, but from what you've said it's probably harder for you to approach someone new you like because that person is a complete mystery. You have no idea how they will react to you and the uncertainty from that causes you to freeze. I can relate to that, I just think of it like this: I don't know the person, so I can be myself without being upheld by assumptions and opinions people I know have of me. Next time you see someone and want to get to know them, don't give yourself enough time to back out of it. I'm sure it will get easier for you the more you do it :)

Perhaps it's the stress of trying to make a good impression?

I agree with this. I think that also need to build your self confidence and know in your own mind that you are a good person and just talk to the girls and if you want to go out with someone then just ask her. Good luck my friend.
