Anyone could say that, and it could be a nice way of declining because they don't return your feelings or that they really aren't ready to be in a relationship. Either way you should respect their decision and refrain from being pushy about being with them.

Sounds like a polite rejection. Can't make feelings appear that aren't there. Hence love potions aren't a real thing.

It's a polite rejection, but I've seen both guys and girls use that excuse to deflect a relationship advancement, when they were in a bad place mental-emotionally and they genuinely did not want to open a new door which could bring new stress-management issues by starting a new relationship. It's a fear based response, but like you all have said it should be respected.

The answer is no thanks.
