Problem with Vine

So I just installed Vine to my iPhone earlier this morning and used my Twitter to create an account but it's not letting me follow anyone. My friends can follow me but everytime I click the follow button it acts like it followed them and the suggestions appear but the follow button goes back to saying "Follow" and it acts like I never tried to follow the account before. I have also tried to follow people using my laptop and going on the vine website but it does the same thing.

Any suggestions on how I can fix this or why it does this???

Note: I can like vines and have no problems with that.

I have many problems with vine too. I have installed a thrid on my windows phone and I am not able to start it. I have installed it again but the app is not working right now. I have seen that there is a Windows 10 App and I am going to install it. If I have installed it I can tell you if it is working or not.
