Guy looks wherever I look?

So basically this guy was fixing me at the restaurant, when I had lunch with my best friend. And he would not stop. Even when I'd catch him staring he would go on.
The thing is that at times I would look in other directions, towards the town square etc, and I noticed that he would end up looking the same direction as me.

Does it mean he found me attractive? Or did I possibly over emphasise it? Maybe he was looking in a negative way, more out of curiosity? I'm 17, and he looked 25+, and he wore a costume and polished shoes. I looked super casual 😂

Hard to tell with guy you encounter in random public places when all they're doing is looking at you. Trust your instincts though, that my advice and keep a buddy with you or your cell with you for a ride.
