For me I pprobably shrink about an inch.
My normal flaccid penis size is probably 3 inches and when it's cold outside I drink to about 2 inches

Where I live we don't have real cold winter days. But when we do mine shrinks about an inch and my head hides in my foreskin so that it doesn't even show from under my skin.

It definitely noticeably shrinks but I never really measured it cold... When I am getting out of the pool I really don't have an opportunity, and if it is cold outside I dont really want to whip it out haha.

Depends how cold it is. I can be 6 inches and still "soft", and my normal soft is probably 4.5-4.75. Yet when I run in cold weather like 10 degrees below freezing or more I look like a new born baby not even kidding lol. However if you're just like talking about a somewhat chilly lake or pool causing shrinkage, then maybe an inch? Like I said, it totally depends on how cold, and how long your exposed to the cold.
