Personally I use a tisue to clean up and because is quite cold here most of the time i have a runny nose so no one notices that some of those tissues are used for someting else.

Tissue's not strong; it tears easily when wet and the stickiness of semen causes it to stick. That's why I often don't use tissue for that reason -_- Although sometimes it's all you can really use.

I don't know as I have not used a "rag" for an extended period of time. What I do is let the cum shoot onto my chest/belly and then wipe it off with either the underwear I have taken off or a towel about to be washed and then soon after I wash them (I do my own laundry). I change underwear and shower often enough that there is no shortage of these so no need to use the same thing over and over again.

Cum is a bit sticky and also wet. Toilet paper is designed to break up into little pieces when it gets wet which prevents it causing a blockage but that does mean when you use TP to clean up those pieces are free to stick to you. That's one of the reasons I don't usually use it for cleanup but if, on occasion, that's all you have available I'd just wipe the paces it doesn't tend to stick to and leave cleaning between the foreskin and head for when I next shower.
