how can it be that i'm not able to put a mod on my ignore list?
i know that they should be able to send me important PM's, but can't they just send it though an other mod??

Umm.. because they are staff. It's not like a staff member would be tolerated to be on staff if they were abusing it. If you don't like them, avoid it aside from PM's.

If a moderator is causing you grief, I would contact the admin.
It's my understanding that moderators have powers only in certain forums. In other forums, they're just like regular users. The ability to ignore moderators in forums they don't moderate would be a good idea, but I'm not sure it's possible even with hacking. (Yes, the admins can hack the basic software to allow for customization.)

Dare I ask why you put mod in quotes? I don't know who it is you're referring to, but getting in a fight with them doesn't make them any less of a moderator. That's just disrespectful.
As for ignoring mods in the forums they don't moderate... First of all, that only applies to us green mods, not the global mods or admins. Secondly, we might still need to PM a member for something on their profile or otherwise unrelated to what they post, so that wouldn't really help.
Again, the only thing you can really do is get over it or try talking to that moderator/talking to an admin to settle the issue.
