Penis head sensitivity when flaccid - cut guys

Do you find the head of your dick can be sensitive even when flaccid? I don't mean to the degree it is when hard, but is it sensitive at all?

On a scale of 1 - 10 (10 being the sensitivity of your head / tip when hard), how sensitive is it when flaccid/soft?

Mine is slightly sensitive when flaccid, especially on hot and humid days I notice it more. During winter I don't really notice it.

About a 6 when soft and then 8 when hard. Yeah that happens to me.
