I agree with RandomPanda, sounds to me like you are just growing. I wouldnt worry about it being a build up of semen because the body would naturally eject the unspent semen on its own. Its all good.

Your balls will grow during puberty like your dick will and everything else on your body will (barring ears, and eyes, and teeth ofc).
