Just to address the question raised in the OP, of course it's normal/okay to masturbate when in a sexual relationship, and it doesn't say anything about your partner's performance. My BF and I have been together 3 years and the sex couldn't be better, but we also understand that each other needs to do it alone sometimes. Yes it's completely normal! In fact me and my gf of almost a year talk about it when we do anyway.
