Okay, I'm not just being a prude. My sis & her friend spent the afternoon doing makeup. And.....
Oh, God. She looks like Dracula. Eye shadow, eyebrow pencil (she doesn't need it), Roughe and whatever else girls do. I'm used to seeing her when I look at her and she's good looking. Now it's like.......
She said "How do I look?" and all I could do was "Aauuuhh!!" & she said shut your mouth before a fly gets in it.
How do I tell her that she doesn't need makeup and it really makes her look like hell?

She needs to learn how to use it and she hasn't learned yet how old is she?

Be honest with her about it but at the same time be gentle about it.
Start at first that she looks more beautiful the way she naturally is; without makeup and all that artificial stuff on her skin. People appreciate when they get complimented about their natural beauty.

If she just started experimenting with make up you will probably see a few looks like that, it happened to me until I learned what looks good on me. But she should know that she doesn't need make up to look beautiful. I wear it because I feel better with it but on days when I don't feel like putting on make up I just go out without it.
I would let her experiment with make up but tell her what you think but don't be to harsh on her. Tell her something like: I think it would look better without eyebrow pencil/eyeliner...

tbh I don't see the big deal, but I'd just tell her that while she can do whatever she wants with makeup, she should never feel like she has to wear it.

I agree with what is said above, I think that she should be able to do whatever she wants when she is using her makeup, but it is not 'necessary' to wear make up or think she has to to fit in, let's say.

Just tell her the truth but not in a brutal or harsh way, she will appreciate your honesty. Give her some time to experiment though, that way she can feel comfortable and find what compliments her if she wants to continue wearing makeup. I wear makeup because I have fun with it, not because I feel insecure about my appearance, and it's important that she has a positive attitude toward it as well. It'll even out soon, hang in there :)

It's appropriate to tell her you think she overdid the makeup.
But don't be harsh about it, just honest.

In one of your quieter moments together hugging, mention how she's naturally beautiful and she doesn't NEED make-up. I treat make-up like fancy dress rather than a beautification or necessity, and I think that's the healthy way to be. Some girls get into the 'I can't leave the house without it' which you want to avoid.
What others are saying is valid too though, she needs to find her own identity and go through her own phases. However ridiculous and Dracula like they may be xD. Just no piercings or tattoos ;).
