Personally I use the underwear I have taken off or a towel from a recent shower that is waiting to be washed.

When is it getting stuck? Is your penis actually touching the tissue as you cum or are you wiping off the head afterwards and that's when it gets stuck? I have had the latter and that one reason why I prefer not using tissues. Also, exactly what kind of tissue can make a difference. Toilet paper is made to break up really easily when it gets wet so it doesn't get stuck in the plumbing. Kitchen towel is the opposite - it is made to stay together even when very wet as it wouldn't be very useful otherwise. Facial tissues are somewhere in between. If you do get some tissue stuck just wash gently with warm water and it will come off.

Try to use a tissue after, not to cum into. Let the cum fall on your body, and you don't have to wipe the head. Just wipe the cum off of your body. You could use a sock- preferably a white one, which could help. Or old underwear.
