I read the question to mean "when freshly ejaculated". Yes, in theory if you leave it, it could start to decay but in practice it seems to dry up pretty quick and I don't think much would happen after that. I don't think, therefore, people should be worried about it drying on a towel or dirty clothing they have used to clean up with, or even on their skin.

The one exception I can think of is if you make the dried semen wet again and then ingest it. I have commented on that when someone mentions, for example, that he wants to cum in a some kind of cup and then drink it in which case I advise to wash the cup between uses just like you would anything else you drink out of.
