Hey guys for the past few weeks I have noticed that my penis is almost like dry. Its really sensitive on the part where the skin connects to the head. And there is a little bit a white stuff that is sorta hardish. I am not sexually active lol. I am cut. I do wash down there well once or every other day. I almost wanna say its from jerking off too much, but this has not happened in the long time I have been doing it. And not jerking off doesnt really help that much.

you should moisturize to end dryness. Also those white things you're talking about, are they like around the penis head? If they are you probably have penile papules and those arent dangerous at all. Not contagious nor an std. Just leave them alone and maybe they'll go away. If you are worried about them, going to your doctor would be a good choice.

You could try something to moisturize it, like Aveeno cream or some other product. It has happened to me before and I found that this does help.

Maybe you are rubbing your dick against your jeans and irritating it. If you wear traditional boxer underwear your dick can easily come through the extra large fly in the boxers. If you do wear them try boxer briefs or briefs and see if that helps.
