Few points here;

1) You say you didn't think you were dressing provocatively, by which I take it you mean promiscuously. Based on your description I do find it hard to think of a more legally revealing outfit. So a lot of your breasts and your underwear were on show. That's going to get you looked at like a piece of meat by guys who are into that sort of thing. How to solve that if you mind the staring is to wear clothes that reveal less of your boobs and bottoms that don't reveal your underwear. Simple really.

2) Anyone 'accidentally' touching you inappropriately, be it with a hand or with their crotch, is breaking the law. That is sexual assault. You are entitled to walk around in a thong and tassels on your nipples (if it's legal where you are obviously), still you maintain the right never to be touched.

How you personally feel about it determines your own response though. If you enjoy it, well it seems to be happening anyway. If not, make a huge deal out of it. Nobody should violate your body or personal space, it should always be your consenting choice. There are men who go on public transport for example and do this to schoolgirls/women, they didn't learn consequences at that age.
