Usually not untill you are fully finished puberty, which can go on into the early twenties in some cases. You may just be a late bloomer, and worrying over it wont make it grow any faster. As a close friend of mine once said "At least you have a dick" XD

My oldest brother is almost 19 and since he's sees me naked he told me looked the same I do at 13, 2" soft and about 3.5" hard and really didn't start growing until he was 16. His penis is about 3" soft, and probably close to 6 hard. So don't worry, you have plenty of time to keep growing.
