I can see why one might think that given that at puberty we start to masturbate and at puberty our penises start to grow so clearly one must cause the other? It's a very common mistake to think that when two things happen at the same time one must cause the other but it can be co-incidence or a common cause as is the case here: testosterone makes us horny and want to masturbate and testosterone causes our penises to develop from boy size to man size.
