In agreement with tom, I think he's quite comfortable with you, and that's good; it means you probably have a healthy friendship. If you do like him, you could start making some signs to him that you do. If he likes you, he'll most likely make the first big move.

I'd amp up the physical flirty gestures, take advantage of holidays to drop major hints like birthday, valentines, etc.

He's shy. I say that because I was like that when I was younger. I was too shy to say anything or to make a direct advance, but I would try to subtly slip in physical contact like that; hugging, putting arms around the shoulders, holding the waist in photos, etc. It kind of felt good, in like a very comforting way, though it did kindle my hormonal flame whenever I was able to do so.
