I'd been best friends with this guy for a couple months, let's call him Eliza. We're really close and tell each other everything. I'd always ask Eliza advice about my crush, and he'd ask me advice about his crush. I thought Eliza had permenantly friend-zoned me, but then after I got rejected by my crush, everything changed.
One day, I casually hugged Eliza goodbye. I didn't think it was a serious hug. A couple days later, Eliza told me I gave him the best feeling ever when I hugged him. Then he started talking about how he'd love to hug me, kiss me anywhere and cuddle me. I told him the same things. He also said he was turned on and aroused by me. He also said he loved me, several times. So did I.
I'm trying to figure out why he started liking me within a week?
I'm 16, he's 17.

Maybe you were his crush the whole time, and when he was asking for advice from you, he was doing so by proxy.

I agree with Uniquemind. However, be careful, his feelings may not be genuine. Ask him what made him open up to you like this before you continue. If he says something like "I took a risk and just went with it" or "I wasn't sure, but I just did it anyway and hoped for the best", then it's probably genuine. If he says something cliche or just unbelievable like "I've loved you for a long time now" it may be fake. Note, neither case is 100% true, it's only likely to be statistically more probable. Just be careful, if he hasn't shown any signs before, you either were not watching carefully enough, or he wasn't showing any signs (meaning that he could have seen an opportunity to get into your head, as being rejected can leave you mentally more vulnerable).
