I guess it is never removed even if you are cut.
Mine was too short and ripped twice during intercorse before I finally had the gutts to have it fixed. The doctor cut it and sewed it back on a bit farther below. So the skin tissue is still there although the frenulum is not there anymore (at least not visible).
