Most important rule is "BE CAREFUL"
Use a new razor if possible 3 - 5 blade razor is best. It's better to use GEL rather than foam, it's best to shave in the direction of growth, I use baby powder after shaving for a smooth finish but it a personal choice to use anything or not.

I heard always shave down and use like a white deodorant when your done, has worked well for me so far

The only thing I can tell you is if you're trimming just use scissors, it's the most simple way. Unfortunately I haven't shaved my pubes so I can't help you.

I normally trim with an electric razor yoke. Nice neat, smooth finish. Shaving gives me too many cuts and then ingrown hairs when they grow back - not to mention the itchiness! Not worth it for one or two days of smoothness

I shave my balls and penis smooth and trim my pubes short with a electric shaver. use a new razor or one with no nicks when shaving the balls and penis, getting cut on there hurts! use clippers with a guard and shave it whatever length you want.
never had any ingrown hairs or problems whith shaving my balls and penis
