Basically I have no idea whether or not I'm circumcised, I don't belong to a religion that would explain me being cut. My dick looks like there's no foreskin when erect as the head is always completely exposed, when flaccid barely any skin covers the head. Yet I do get small amounts of smegma if I don't properly wash it when I shower...

I'm not particularly bothered by it. I saw one of my friends' dicks and there was a lot more skin on the head and he wasn't cut so yeh.

I know that there is no skin on the head, which is what mine looks like when hard, yet when it's soft a bit of skin covers the head...

I'm not sure if I'm correct about this or not but maybe he's only got a partial circumcision. I don't understand why it's necessary to do a full tight circumcision like most guys get. Why can't doctors just take most of the skin but leave some?

If that's the case i don't see the point of cutting in the first place. If he is and it was done for medical reasons under the NHS it would be a tight cut

The reason for circumcision is for cleanliness so why not split the difference and do a partial circumcision

Here in the UK circumcision is not done just to keep clean. Guys can be taught to do that.
I am not sure what the benefits of partial circumcision would be but if there had been some problem in the past the surgeon may have done the minimum required to fix it.
Back to the original question it is hard to say based on a description hence the suggestion to ask if anything had happenned in the past that required surgery.
If you want to go by appearance alone the distingushing characteristic would be a scar. Uncircumcised there is a loop, or fold, of skin. If an uncircumcised guy follows the skin from the base of your penis toward he would find it would each to a certain point but when it appears to finish it actually turns back underneath itself, goes up to a place behind the ridge at the back of the head and then joins the penis shaft.
Fully circumcised, all of that loop has been removed so as soon as the skin coming from the base gets to that point just behind the ridge it joins on. Because skin has been removed that joint will have a scar. If circumcision was partial some of that loop may still remain, i.e. the skin may still turn back underneath itself before joining the shaft but if any skin has been removed there will still be a scar when the two pieces have been joined together again.

You are most likely cut. Guys that are cut can still get smegma if they don't wash well if they have enough skin left.

Yeah, when you get circumcised, they can take off more or less, leaving a tighter or looser result. Most of my friends are fully circumcised, so they don't have wrinkles/folds when soft and they can't really pull anything over the head when hard (for the ones I've seen hard). But a couple got done looser than that, and you can see some skin at the rim of the head soft. It sounds like maybe you have one like that.
I like having the fully cut kind myself. No smegma, streamlined look, and feels great to me. But everyone likes his own—there's really no bad kind to have.
Can you can see a circle where the color changes from lighter to darker a bit back from the head? Especially if there's a thin darker brown line there too. On uncut ones, there's still a more gradual color change—cutting just makes it abrupt where the gradual part was removed. If you see the line where the color changes all at once, you're definitely cut. Otherwise maybe you have a really short foreskin.

it sounds to me like u are cut.. what does it really matter anyway. you should shower every day regardless

Tbh just google pics of different ones and match up. Images speak louder than words. But like some others have said, if your works just fine, no need to worry about it. Keep it nice and clean and others wont care either
