What's the minimum age girls can start taking birth control pills?
What if a girl starts her.period At a young age?
Like 11 years old?

It really depends. I think most aren't advisable below 14, but that's speaking from a pregnancy standpoint. The Pill can be used to treat a good number of other, non-sexual ailments as well. If you start your period early, I wouldn't see why not. ALWAYS ALWAYS have her go to a doctor first, though. One benefit of waiting until 14 in the US at least is that once someone reaches 14, their doctor is no longer obligated to talk about personal health with parents/guardians. It can stay between her and her doctor.
11, though? Pardon me for saying this but who's already needing birth control at 11? That's still in elementary school...

I assume you're going along the actual health side of the pill rather than the whole stopping-getting-pregant thing seeing as you've mentioned periods.
Although the way you asked it (might just be me) makes it seemq like it's obligatory to take it once they've started lol. Let's get things clear before I start - no, it's not obligatory. I mean, that's common sense, right?
Anyway, I'm not in the US so this may not apply directly to your rules but perhaps you'll get an idea of the facts but generalized(?)
So at school, I know of a few girls who had really heavy periods that were becoming an issue so they went on the pill around the time they were 12 (we're all 16 now). I know these girls well enough to know they're not gonna start going around and having sex currently, athough at the time, the doctor still asked questions and required parental consent.
As for using the pill for contraception, I wouldn't think that would be allowed until you were at least 14(??) Although, if they've gone and gotten them for periods and they know how to switch the routine around to take them as a contraception, I guess there's no stopping them.
