Fantasising about someone you know and fancy is normal and you should not feel guilty about that. You can fantasise about her all you want because what is happening in your head doesn't affect her in any way. It would be best, though, not to go up to her and tell her she is the subject of your fantasies unless you know her well and know she fancies you too, otherwise she may find it creepy.

13 is too young to be seriously considering actually having sex with her but if you think she may fancy you and it might be a possibility when you're older then start by getting to know her better.

I know how you feel, and I felt really guilty, too, when I started masturbating and did it thinking about girls I really liked. I almost felt like I was using her in the worst possible way when I was masturbating thinking about her. What I will say is that it is normal to find someone attractive, and assuming you have started masturbating recently that you are just starting to learn how to control your body and feelings.
