A bit of trivia: Your ball swollen up or stretch is all due to the temperature. Testicle is the home for millions of sperms and as you can imagine, you totally feel uncomfortable when your house get too cold or too hot. Too cold or too hot can kill them. The prefect temperature for sperm would be slightly above body temperature. So as a result the body automatically adjust the temperature by swollen and tense the balls (when it cold) or stretch it (when it hot) just like you turn up or down the temperature in your house.
Base on that, it is recommended that you shouldn't take a hot bath regularly or wearing warm clothes to keep the testicle warm during cold season. You also can experiment on yourself by when you see your ball stretch, jump to the shower and wet your testicles with cold water. After a while, you will notice that your testicle will swollen and tense up. I have done it and it happen exactly like what I said, at least to me.
Back to your original question, how low it hang is completely depend on each person, just like everyone have different penis shape so as well as the testicles.
