The explanation for this is that the sex drive is very powerful so even people who have been brought up with negative views of sex/masturbation still get horny and still end up masturbating but then, at orgasm, there is a release of hormones that result in not being horny any more for a while (the refractory period) and at that point the previous feelings about sex/masturbation are effectively uncovered.
