It's possible. Some people don't get fully cut and just get a little bit cut off. Maybe you should enquire with your parents if you were or not.

Foreskins come in various lengths and yeah it is possible to be uncut and have part of the cock head exposed like you.

You can do what you want - try to length yours by some stretching - but let me just say that I had the triangle tip ('overhang') and found it inconvenient for hygiene etc. It just depends on how much it matters to you I suppose.:cool:

You could search for stretching techniques. I heard some guys were fairly successful using them.
But does your short foreskin trouble you? Or why do you want to change it? Just for the look?
Some guys have long overhanging ones and some very short ones. They may even look circumcised although they weren't.

I'm not too sure if it's possible to make your foreskin longer, but I wouldn't worry too much about it. Is there any specific reason you want it to look like that? If it's for something other than looks you might consider it but otherwise I don't think it's worth it.
