Essentially ask him "can you help me with a problem ... it's about puberty" and if he says no ask a doctor or close friend and if he says yes, great. No reason anybody needs to be naked. I think it's extremely inappropriate for him to be shaving/touching you. He's your brother and twice your age.

If you have an informative question, simply ask it. If it's a request (such as looking at his genitals), I think it's a bit inappropriate for him to be showing himself to you. He is an adult and you are still a kid. If you want to know something, you can ask it. I'm pretty sure it violates the rules to ask how to get someone to do something. Not to sound cocky, but this is the best way to phrase it ... simple and to the point.

I am still not sure what the objective is here.

Surely if the driving force for this was to get answers to things you are curious about then the questions to ask would be obvious.
