Let's imagine for a moment, if you were given the opportunity to totally scrape the current educational system and put into place a system that would benefit Americans, what would it be like and why is it better than the system we have now.

Something with more individual learning and more focused to what each kid wants or needs

Elementary/Middle School courses would stay the same. I'd also have more individualized learning in high school. I'd take strict action against bullying. I'd make sure students have more ways to express themselves freely. The Arts program would have just as much funding as the Sports program.

With the topic of bullying, surely yes the staff have a job to watch it and punish those who bully but on the other hand, its a cruel reality of life and as someone who has bullied me, its made me stronger. There should be more pre-emptive strategies but sometimes a kid needs to learn from bad experiences.

Also can you explain why the arts needs the same amount of funding as sport? I don't disagree, I'd just like to understand the reasoning behind it.

Arts programs in schools are extremely underfunded and undervalued. For some odd reason sports are put on a pedestal while arts are pushed under the rug. Perhaps its for the odd stereotype that sports = strength and popularity while arts = nerd and wannabe? But yeah, kids should be given a chance to appreciate both, while still being able to choose what they want to do.

Unto the main topic of rebuilding the education system... I would start from the top and work down. Colleges and institutes would either have free tuition or low tuition (Money for books, supplies, computers, and general appliances would come from states, taxes, and donations). High schools will have more funding, implementing new technologies into poorer schools, etc. Teachers would be paid more definitely. Classes and after school programs will be expanded and school security will be funded more and expanded. I don't thinktoo much could be done with middle schools and elementary schools as they're only teaching basic skills and academics, compared to high schools and colleges where you are beginning to learn skills for specific trades and careers.

First: Add more security and qualified teachers to urban schools. Add more money to rural schools and programs.

Second: Centralise the system with certain widely accepted standards (math, English, and OL capabilities, and technological skills). OL is 'other language', that being a foreign language or a computer language.

Third: National pre-K learning for all. Focus on individual strengths and socialisation here.

Fourth: Implement government colleges that are either subsidised or directly owned by the government. The universities can also be more connected to national labs more easily with this system.

Fifth: Create a culture of learning and teamwork by having support systems for students emotionally and also academically. Teach parents to be able to help their kids.

The rest I would keep the same, and I think that the states should be able to take it from there.

Edit: also minimize high stakes testing as in its current form it does more harm than good.

the broken education system in the US is a direct reflection of the broken culture that produced it. a broken culture cannot produce a beneficial education system, ergo, a cultural rebirth has to happen first.

of course we wouldn't be having this problem today if the above timeline began with "1945: Hitler wins WWII" but I digress
