My guess is that your sex drive has not kicked in, yet, which is why jacking is basically just tugging on your penis. I agree with the others that you should not worry, and you should focus on other things right now. Nature will take its course, and you will find pleasure from masturbating soon enough. A lot of guys were just like you when they first started puberty and could not figure out how to find pleasure from masturbating.

As for your development, don't feel bad because you're a lot more normal than you think. There's a lot of guys out there just like you, and don't feel badly because there are guys out there bigger and more developed than you. There in no question you'll catch up within two years because the fact remains you have pubes and some signs of puberty.

If you haven't had an orgasm yet then that should happen with time so you should just wait.

I think Sk8er is right. It sounds like you are giving up before reaching orgasm. You should be able to reach orgasm at any stage of puberty whether you are a late bloomer or not.- that's usually where the real pleasure is. It can take some time to reach orgasm your first few times. You have to develop a technique. We can't discuss that here, but a google search will give you some references. Just take your time, relax, and enjoy it.

If your pubic hair has started growing, then you have hit puberty (as already pointed out), however that does not necessarily mean that you will be interested in masturbating because you could be on the asexuality spectrum. Give it some time and see what changes.

Exactly, I've masturbated as long as 30 minutes without an orgasm, sometimes I'd give up after 15 minutes, now I can orgasm as quick as 2 minutes, but it usually takes between 5 and 10 minutes, usually closer to 10 minutes. Keep trying it's fun and healthy.

If other people have the same experience then that's fine - go with the wait and see approach. I can't really relate to masturbating and not receiving any pleasure because, prior to puberty the idea of masturbating would not have occurred to me and since puberty the pleasure starts from the very first touch, long before orgasm, though obviously that's the most pleasurable part.
