If jerking off reduces testosterone levels, then does jerking off frequently slow progress of puberty (i.e. body hair growth, voice deepening, etc.)?

Long-term abstinence can reduce serum T. Having an ejaculation does not acutely affect testosterone levels. Ejaculating to the point of “sexual exhaustion” can make it harder for your body to utilize testosterone. Masturbation doesn't seem to affect testosterone levels in any significant manner.
Although some people look at masturbation negatively, it is a healthy activity that most people, including teenagers, do to release their sexual impulses and to pleasure themselves. Masturbation will not have any effect on when puberty starts or its course.

No. The semen inside you has to get out some way and masturbating is just a way to do it while having fun!

Where did you learn that jacking off reduces testosterone levels? I have never seen anything vaguely scientific to back this up.
Many sports coaches advise their athletes against getting off for some times before an important game. It is certainly the case that for a while after orgasm guys tend to feel more chilled-out, less horny and less aggressive which is probably the opposite from what you want before doing something competitive unless, of course that thing demands cool concentration rather than aggression and exertion. This chilled out effect does not last very long, though.
Long term we can be pretty sure there is no effect on either testosterone or progress through puberty as the vast majority of guys j/o and they still complete puberty just fine.

yeah I agree. AFAIK there are no scientific journals mentioning it. if I'm not mistaken, sexual activities increase sex hormones instead (I might get this wrong though)
