Is puberty over?

How do I know if puberty is over? I have all the stuff but I can't grow a decent beard or mustache. Is it over? And will my penis grow any larger? I'm 19 in 3 months

Puberty generally ends between 18-21, even if you may not see physical changes during this time your brain and your organs will still develop. You can slow down and start back up in puberty and have spikes of hormones and growth so theres no real way to tell its not a fine science especially because people often have different abounts of body hair etc so we cant measure it.

Hair growth (particularly beard and chest/body) can continue into the twenties though it also varies a lot from one person to another. Some guys get full beards (or would, if they didn't shave) while others are more sparse. Some guys have a naturally hairless chest, some have a medium amount of hair, some look like a rug.

It's entirely possible that you're done with puberty but don't treat it as fact. There's no set date that puberty stops, it just slowly fades out.

A lot of people here saying it's 21, tbh it can be any age but usually it can be well into your twenties. Maybe not physically but mentally, your hormones will still be fluctuating loads until they settle down when your a fully grown adult.
The physical side of things? Well I've only just started growing chest hair at 18 and my dad said he did not have a full chest until he was nearly 30!
