can't speak for them, but chances are that it's because they don't want people to see their underwear

As has been said, way too many pervs out there and it protects modesty. I can wear shorter dresses that show off my legs, without revealing anything I don't want to :3. It also makes me more comfortable to do more active stuffs outside, that I wouldn't try in just a dress in case I flashed everyone!

Like some others have said, there are a lot of pervs out there who try and peek up skirts and dresses or even just wait for you to walk upstairs and follow behind. But also things like the wind or bending over can show more than we want and wearing shorts means thats not that embarrassing. I usually don't though ;)

Pretty much what Cangirl said: the wind, bending over, stairs and of course the usual pervs.

It's so they feel more comfortable knowing if their dress flips up that theirs nothing to see.
It's slightly embarrassing when the wind catches your skirt/dress and your cheeks are showing LOL

I wear them for the reason that have been said. Sometimes I don't wear shorts under them like when I'm on a date or whenever. But ya there are alot of pervs out there. Really depends on my mood and how much I want to show and the length of the dress or skirt.

I've never seen this unless it's by little girls.

I didn't even know anyone did this. But again, I don't typically wear anything but t-shirts and jeans anyways.

I've personally worn tights and leggings under my dresses before but not shorts.

If that's a thing though, I might actually wear more dresses.

They'd wear them for modesty you'd think. But I've never worn shorts under a skirt or a dress. If I'm wearing a short dress or skirt then I'll just wear underpants, otherwise I don't wear anything underneath at all. At the end of the day, if someone accidentally gets a brief look at my knickers when I bend over then what's the big deal? It really doesn't worry me at all.

Simply because in case our skirts accidently fly up or whatever the shit happens people won't see our underwear

Maybe some modesty, but I can't say I do. I just try and be careful sitting and standing.

Duh....to prevent panty exposure! Personally I never wear shorts under my skirts and if I choose not to wear panties, I am just extra careful not to expose myself.

I don't but if your dress or skirt is too short then you should consider getting things that fit you
