I thought it actually increased testosterone! Don't quote me on that though, I'm not a doctor.

Well actually it doesn't decrease the release of testosterone.
But it's like testosterone is used for strengthening of the muscles. But someone who masurbate a lot will like use a lot of testosterone for this purpose and hence decreases the testosterone available for muscle building and stuffs.
I'm not so sure though.

Do you have a really manly voice or not?
Because testosterone levels do have an impact on the building of the vocal cords and voice box.

But you're still 15, right? Perhaps, the testosterone level will fire up soon.

Nope, it doesn't. Your testosterone level in affected by many means, including how much fat you have in your body. In general, if you have more fat, more testosterone binds to fat, so you have less serum testosterone concentration. And, because testosterone is converted in your testicles, if you have hypogonadism your testosterone level, and your secondary sexual characteristic, will be less than normal.
At least that's how my professor taught me on lecture on endocrinology. I can tell you alot more if you're interested, cause I think it may be too complex and too scientific for general forum consumption.
