The clear, sticky stuff that comes out of your penis is normal, and assuming that it has only recently started coming out, then that means you are not old enough to make "normal" cum like older guys. It might take you a year or two to make white cum because your body is still developing. Nearly all of us when we were around your age only produced clear cum because our bodies were still developing.

Your voice issue is a lot harder thing to predict, and don't feel bad if your voice is high. I have seen some guys as old as 17 having high pitched voices even though they looked like regular people for their age. There were guys who looked like little kids but who had super deep voices. One way or the other you will probably have a voice change by the time you are around 15 which means you are not behind and are fine.
