yes, during development in the womb, the clitoris and the penis are the same thing, the area with the most nerves. really the only difference is that the urethra moved in the girl and the clitoris shrank, they both swell with blood pressure. so the clitoris swells when the girl gets sexually aroused just like an erection for the male
