If simply sexual then probably just a phase. Whilst everyone is freaking out above and running mindlessly into brick walls, I'll take a rational approach.

You're hormones are going haywire, so having a similarly aged sibling of the opposite sex (less so with the same, you've got the same bits after all, but it does happen), they are there every day. You probably see them dressed more skimpily than those outside the house and it's comfortable around them, they are familiar. It is understandable to look at them, and for your mind to potentially drift.

The issues only arise if you are ONLY thinking of them, and not simply everyone around your age who is female and mildly attractive/available. Just keep it to mostly to yourself and you'll grow out of it in a year or so, again, if it's simply lust.

If the obsessiveness isn't there I wouldn't beat yourself up over it, from what I've heard from friends, from others online, from common sense - is that this is all completely normal for this age.
